- crucial part is that ‘probability of occupancy’ gets interpreted as average fraction of occupancy and used to compute only average transcription rate. In reality the order in which the reactions happens matters for the distibution of mRNA, and for that we need Markov processes, (i.e. transitions between states), not just a list of binding energies.
